Normalization pipeline

The clean-room code fixture removes thousands separators, distinguishes quantities from percentages, ignores blank terminal rows, and preserves source units in typed records. It does not overwrite committed CSVs. Normalized outputs are disposable and can be recreated from sources and contracts.
